Virginia's New Progressive Party advancing HD567: Governmental Restrictions on Indoor Gun Ranges


The Northern Virginia "New Virginia Progressive Party" that has hijacked the Democrat Party of Virginia continues to advance its anti-gun agenda and this time time intends to go after private Virginia business entities.

Progressive Delegate Dan Helmer  representing the VA40 House District in the General Assembly is advancing his bill to require indoor shooting ranges to be restricted to government owned or leased buildings or otherwise must track and record all visitor information and keep records of all users of the facility including law enforcement.

Helmer failed in his attempt to win the Democrat nomination to run for the VA10 Congressional seat having lost to Democrat Jennifer Sexton in 2018. Helmer than set his sights on the VA40 House District which represents portions of Fairfax and Prince William Counties. Helmer defeated Tim Hugo (R) 52-47% last November. Hugo had won the seat two years prior with 50% of the vote but in 2015 won with 65%.

Helmer is a West Point graduate from New Jersey and represents the new crop of Progressives coming up through the Democrat candidate training and mentoring programs that are non-Virginians. Today marks an historical event where there now sit the most non native Virginians in the General Assembly than every before.



Helmer was supported and funded by Progressive PAC's like EveryTown for Gun Safety and Michael Bills, a staunch anti-2A contributor and hedge fund manager from Charlottesville along with his wife Sonjia Smith who also contributed to Helmer as well.

It is clear that the #quidproquo is now due!

Helmer has claimed how firearms in Virginia can be purchased with ease in Virginia and without background checks and claimed he purchased a similar firearm he carried in the military at a Chantilly, Va gun show without a background check.

However, background checks are routinely run at Virginia gun shows by the State Police before firearms can be sold to buyers by licensed dealers.

A BILL to amend the Code of Virginia by adding in Article 3 of Chapter 12 of Title 18.2 a section numbered 18.2-511.2, relating to indoor shooting ranges; prohibited in buildings not owned or leased by the Commonwealth or federal government; exceptions; civil penalty.

Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding in Article 3 of Chapter 12 of Title 18.2 a section numbered 18.2-511.2 as follows:
§ 18.2-511.2. Indoor shooting ranges; prohibited in private buildings; exceptions; penalty.
A. As used in this section, "indoor shooting range" means any fully enclosed or indoor area or facility designed for the use of rifles, shotguns, pistols, silhouettes, skeet, trap, or black powder or any other similar sport shooting.
B. It is unlawful to operate an indoor shooting range in any building not owned or leased by the Commonwealth or the federal government unless (i) fewer than 50 employees work in the building or (ii) (a) at least 90 percent of the users of the indoor shooting range are law-enforcement officers, as defined in § 9.1-101, or federal law-enforcement officers, (b) the indoor shooting range maintains a log of each user's name, phone number, address, and the law-enforcement agency where such user is employed, and (c) the indoor shooting range verifies each user's identity and address by requiring all users to present a government-issued photo-identification card.
C. Any person that violates the provisions of this section is subject to a civil penalty of not less than $1,000 nor more than $100,000 for the initialIronicallyt violation and $5,000 per day for each day of violation thereafter.

Ironically just last week in the suburbs of Richmond, State Senator Amanda Freeman Chase (R) held an event at an indoor range with pro #2AStrong supporters. Such a range would not be permitted to operate seems if Delegate Dan Hemler had is way.
