The Face of Rules in Virginia: The Northern Virginia Elite


Many Virginians were shocked to learn over the weekend that firearms had been banned at the State Capital and the administrative buildings housing the offices of those serving the people in the Virginia General Assembly. There were even whispers that Governor Ralph Northam (D) was considering issuing an "emergency" resolution to ban firearms on the entire Capital grounds not just the Capital itself.

Why was this an issue that demanded such focus by the Virginia Democrats? After all, the Assembly just convened early last week and this ban appeared to take all the oxygen out of the Assembly the first week in Richmond. Was than an issue for the entire Assembly? Was your Delegate of State Senator involved in this ban? Did they have a say in the manner in which it would be drafted and voted upon?

Of course not. Unless your elected official was selected to be on what is called the Joint Rules Committee of the General Assembly. Most work done in Richmond is done via commissions, committees and subcommittees which have elected officials from both the majority and the minority. These committees are authorized and formed by the Joint Rules Committee. These commissions or committees review any number of issues that Virginians face like Educations, Health Services, Transportation, Housing, Business etc..

The Joint Rules Committee can authorize a study by any one of the committees or commissions it has established. Only the 2020 Joint Rules Committee did not do that in the case of the Capital Gun Ban.
Why? Democrats feared they were up against the clock. Fear? That is correct.

Progressive Democrats had ratcheted up all week the coming the rallies coming to the Capital to oppose their pre-filed legislation proposals  and raised the alarm as they typically do falsely regarding "public safety". In short, they used this "fear" to enact a rule to forbid, prohibit any Virginians and even legislators from possession of a firearm with the Capital.

Virginia Democrats actually misrepresented the position of the Capital Police stating that the Capital Police asked for this ban to better effectively execute "public safety". There is NO record of any Capital Police representative seeking this ban, requesting this ban or even supporting this ban before the Joint Rules Committee held its meeting.

Why did Democrats misrepresent the position of the Capital Police or as some believe lie to Virginians? Control.

The Joint Rules Committee signals one very clear thing about the new majority. Democrats seek to exert more control of Virginians than any other majority in the modern era.

Typically a committee votes on issues before it and then once consensus is reached with a majority the proposal is sent out of committee often to the entire House or Senate. One would think a committee is not supposed to enact law or rules governing Virginians in truth without a floor vote where EVERY one of the elected officials from all across Virginia have an opportunity to "represent" and vote upon the proposal.

The Capital Gun Ban did not involve the majority of elected officials but rather highly selected anti-gun legislators in the Democrats Party who themselves have anti gun and anti-2A pre filled proposals for this session.

In other words, the majority stacked the Joint Rules Committee for the outcome they sought before the committee was even convened.

So the first real piece of business this new majority vote upon was done in the most partisan manner without the input or vote of the General Assembly at large like virtually all measures that impact Virginians.

Virginia was not provided equal representation and a majority of Virginians were disenfranchised by the Joint Rules Committee process.

This Joint Rules Committee was made up of selected State Senators and Delegates. The Virginia Senate and House of Delegates has its own Rules Committee as well  of course for each bodies members.

Many of these names will sound familiar if you have been following the 2A Gun Sanctuary Movement in terms of the majority. They represent some of the biggest anti Second Amendment in the Democrat Caucus:

It only took 11 Virginia Democrats to infringe on your rights as citizens. 11.  A mere 10 percent of elected officials from throughout the Commonwealth has the power to ban guns on public property that belongs to all Virginians.

Yet again you have a Democrat Party having Northern Virginia majorities on a committee to make determinations for the entire Commonwealth.

Democrats sued to talk about equality and disenfranchisement. Not this majority. It has set the tome for what is sure to come. Its leadership in both the Senate and House in entirely from the Northern Virginia region of the Commonwealth.

The message is clear. Democrats not longer represent all of Virginia but rather the interests and advocacy of Northern Virginia Progressives that now control the Democrat Party of Virginia.

Each one of these officials pictured here reject the Second Amendment and many have made proposals of their own regarding firearms but they are not alone in this Assembly.
